Press Ctrl+U for toggling locking/unlocking tabs.  Or from menu: Window > Workspace > Lock Docking/Undocking

Just to complicate matters, also note there's a difference between dragging the tab by its top border, and dragging it by its name tag. Been a while since I needed to do it (I set things up the way I wanted and saved a preset way back when D|S4.0 came out) but IIRC it's something to do with how you dock and undock grouped tabs. If you get it wrong (which I kept doing to begin with) the docking won't "take" and the tab just floats on top of the group.

Left click AND hold on the gray area next to the tab as shown in the first pic. When you move your cursor, A small bax will be attached to it. Carry the small box to where you want to locate the tab. If you select the top part of the tab it will move the tab, but not place it in a group.

Drag a pane group by the top bar and it will dock as a separate group, drag it by its tab and it can be added to an existing pane group. You can also right-cick in the empty area at the top of a pane group, next to the tabs, and use the Add Pane (Tab) command. (Pane is the correct name, tab was used initially but it's potentially confusing given al the other tabbed elements in the UI and was dropped - that's why Tabs appears in paretheses after Panes in the menu names.)
