Your link doesn't seem to work.
IDK. Works for me.
Hairstyle like John Connor but for girls.
This is similar - albeit a mirror image to your example. https://www.daz3d.com/tamara-character-and-hair-for-genesis-3-female-s
The similarity is about ~50%.
Similar, but not enough.
How difficult and expensive is it to make a custom hairstyle?
You might be able to do something with this one. https://www.daz3d.com/dforce-greyson-hair-for-genesis-8 It's for both male and female characters.
It's not exactly like the one you're looking for, but it might be worth a try since it has a lot of morph options and it goes on sale pretty often. It's dForce hair, but short, so shouldn't be too heavy.
What's shown in the video clip is nice. I would buy a hair like that.
Edit: Turns out I did already. This is Alex Hair for G2M/G3M. I tried it fit to a G3F. It looks good, but not exactly the same.
Not more than ~40% (slight frontal similarity).
On one of the modelers' forums, they wrote to me for this variant (if use some modifications, then the upper part ~30% similarity):

I use Daz to Unreal Bridge, but no clothes or hair for now (didn’t find what would fit).
I am looking for hair for a UE4 character, but there was absolutely nothing even close to fit so I turned to Daz again.

I've tried to do what you're trying to do, with the same standard applied, and I found that I was much happier combining different hairstyles.(Or sometimes just two of the same one, positioned slightly differently to make it look fuller.) Sometimes that means deleting parts of the geometry (using the Geometry Editor tool) so that you only keep the back of the head or the bangs or whatever the case might be. You can also use a D-former on it to compress it as needed, if it's too poofy right out of the box. D-formers will affect the cap as well as the hair, so my way around THAT is to delete only the cap geometry and then load a second instance of the hair and delete all the hair geometry - leaving only the cap. Does that make sense? You can achieve some unique custom looks that way.
The closest I've managed to find on the storefront is unfortunately is for Genesis 8, though you can convert it to Genesis 3 yourself or through one of the various products available.
I've not purchased this vendor's hair, but there are few by newcastler at Renderosity that could fit the bill.
