Could probably kitbash it. There are numerous thigh-high boots available that you could probably fine one fairly close (at least one of dx30's is in that style). Then add the knife sheaths over them from somewhere (no immediate ideas -- maybe search around on sharecg?). lilflame has several different sets of gloves in that style, so maybe one of hers would work. And then the bodysuit is something either a onepiece swimsuit or maybe the V4 bodysuit with custom transmap for the cutouts on her back could achieve. Use displacement maps to get the yellow ridges. And of course your own textures to get the consistent green look.

If you don't know who that is, it's Orchid from the game Killer Instinct (and Killer Instinct II, but her outfit has changed for the newest one). Searching for images on Rendo or elsewhere using that name might turn up something.
