I have many KindredArts decal-based products, including existing ones with dirt etc. This one mentions overlays as a separate option that combine with decals? How do they work, what do they do?

Just guessing, but they're probably diffuse overlay textures.

An overlay becomes part of the surface texture. A decal is projected onto the surface, and does not necessarily follow surface movements.
