The installer can be run in offline mode, but to install content you'll need to download the ZIP files on a separate machine and transfer them to the system you want to use them on. Place the ZIP files into the folder (default is \Users\Public\Documents\DAZ 3D\InstallManager\Downloads ) and then, after loading it in Offline mode, you can go to the 'install' tab and you can install the files as needed.
That's an interesting idea from Herald of Fire, have a DIM on each machine:
Have DIM on the download machine:
You can untick the 'delete after download' and 'install after download' options.
You can even tell it which folder to keep the downloaded packages in.
The second DIM on the offline machine can still be used to install packages if they are copied over to the right folder.
