When I try to do anything with the waist this (see attachment) keeps happening at the waist area. With the full body selected it seems as if that hips of the body doesn't want to form with the other part of the hips/waist/etc. I can't figure out why and any help would be very appreciated!

Looks as if there may be some scaling. Is this DAZ Studio? Which figure?
It is on Poser Pro 2014 with V4+
Well, I can't reproduce that with scaling in PP2014. My next thought would be that there's a morph set on the hip direclly, instead of being set from the body dials, and so the adjacent parts aren't being adjusted to match. Select the hip and try going to Edit>Restore>Object.
I did that but when I tried to full body dial 'waist width' the hips doesn't change. In fact the other parts change around it. Is the hip dial broken or something?
Oops, sorry - I missed that you were using a morph. Restore the whole figure, again from the edit menu, and try again. Waist Width is working for me, if it isn't for you then the first suspect (assuming you have injected the morphs, from DAZ's Victoria 4>Morph Injections in the Pose library) is that some files are not correctly placed - where is your copy of Victoria 4 installed?
This is the first time I've ever had issues with this so it is a little bewildering to be honest. V4 is in the normal runtime spot that it addresses itself to but it seems that it doesn't matter which saved model I use it is the same thing. The waist width is the only thing that seems to be acting up. Now if I bring up a fresh/new v4 there are no problems.
OK, when you save the figure you effectively take a snapshot of the morph setup, which is embedded in the CR2 or PZ3 file (or in the .pmd file if you use External Binary Morph Targets, which isn't recommended). If your old saved content is breaking then that suggests that multiple saved files are affected, which sounds like a change in Poser itself. So, the obvious questions are have you applied an update to Poser, and have you changed the settings?
I don't remember changing any settings recently. I just added the thing where I can upload genesis items on Poser. Will uninstalling and reinstalling help the issue?
It may be that the files were saved with a non-default option, in which case no probably not. I don't know what to suggest.
What do you mean by non-default option?
I mean, since it's old files that are failing in a copy of Poser running with the default settings, that the issue may be something you had changed that has now reverted to its default. But I've no idea what it could be.
So I have done all sorts of things by now. I've uninstalled Poser and deleted everything to do with it preference wise. Reinstalled it. Removed/updated Victoria 4.2. When I try to open any of the scenes with the model that I have been using over the past year or two they all seem to still have the same problem. Hips simply aren't molding. Still the problem with if I use the waistwidth (Full body selected) the whole body shapes except the hip area. Making the torso and thighs either bulge out or cave in with the hips doing..absolutely nothing. I am still stumped! I don't know what I am going to do if I lose this model I've been using. She is one of my favorites and I don't think I'd be able to reshape her face to how it is now and it look exactly the same. I am not into all the depths of poser so I don't know how to make dolls or make it to where you can use them as injs. That is why mine was always save as> scene.

Does the figure with the bad hips have unique morphs made by you that you don't have as OBJ? If not try saving a pose and applying to a newly loaded V4, or try seelcting the figure in the scene, select V4 in the library, and click the button at the bottom of the library with a single tick to replace the current figure.
All the figure is is V4 that I have dialed around until I got what I wanted in shape and form. I've never had this problem until ..well..when I made the original post. It was like it just happened out of the blue and I have no idea what changed. And it seems to only be that one dial "waistwidth" that it happens with. What is weird is that I have the figure saved in several different saves over the past year. Never had this problem. Now it seems all of the one of this particular character is having the same problem but I haven't opened up in months. I have other scenes with different characters in them and they aren't seeming to have the problem. I guess I'll have to try and figure out if I can save the face as an inj (no clue how to do this) and try to start fresh with a new model body.
The face should save as an expression, then load V4, inject the morphs and apply the expression.

You don't need to - INJ poses are conveniences, they load the morphs (if they aren't already loaded) and apply settings. But simply saving the settings, and applying those after loading the morph with the standard INJ poses, will work adequately. Just save a pose in the usual way, and when asked what additional information to include check Morphs, then apply that to a newly loaded V4 into which you have injected all the morph sets you think you may have used.
The face morph is what I want saved though. I can eventually rework the body back how I want it.
I'll be a little honest I am awfully confused. I am not attempting to save a pose but rather the face-model.
Would I ask here or somewhere else to see if someone would be willing to accept a file from me that could make the face of the model into an inj for me? I know it is a weird request and I can't seem to make injs myself...
Is saving a pose including morphs not working then? A pose will include the face settings, or you can save an Expression to that library if you just want the head. There are legal issues with sharing a scene file, unfortunately.
