I wonder iv there is a hydroelectric dam I could purchase, and for a low-enough price?

it's just a dam though not hydroelectric
The Ant Farm has a product called Hydro Locks. It's a great product -- I find myself using it a lot for various industrial scenes -- but it might not be the classic kind of dam you're looking for. Maybe a product called "Dam, reservoir" at Renderosity is closer to what you need (found just by searching Renderosity for "dam").
The one on Renderosity is just what I wanted. And the price is right. I purchased it this morning.
