Can someone explain the difference in using strength and just adjusting the min/max? Doesn't strength just exaggerate the min/max settings?

Honestly I don't know the reason. I always set the strength to 100% and ignore it after that, and adjust the min and max parameters to get the desired result. That would allow me to adjust the two values separately if I wanted to.

Adjusting the strength only increases or decreases the impact the map has. Adjusting the +/- can be used to alter the weight of the up or down that the map shows. There are also times that you don't want as much impact for one or the other. This is especially true where a higher negative displacement might drive the object inside another object. Then you would only want to strengthen the + and lower or remove the impact of the -.
