It's a serious problem because he hates to initiate the conversation.
Not only is his indicator status grey, but in the chat window, it says he's offline even when he's posting to me.
I'm asking here because Google has ended support for Gchat and closed the Gchat help forum.
PLEASE tell me there's a solution!

Have them check their status indicator to see if they've set it to invisible. The icon looks the same as the offline icon.
He did. It is green for him. And obviously, he doesn't have me blocked since we are chatting with each other.
Weird. I have chat completely disabled as I don't use it, so I'm not able to offer anything else that may help.
Have you looked into downloading Hangouts and using that instead (previously the Google instant messenger app)?
^^No, because I absolutely do not want to use Hangouts. I should have specified that in my OP.
Can anyone help me with this? As I said, I can't ask Google support because they closed support for Gchat (and closed the forum)
It may be that these forums may not be the place to get your answers on this. If the specific forums for Google chat are closed, are there other Google forums? This may be a better solution since at least you're talking to an audience at least familiar with or using Google things. Here it would be very hit or miss.
Does it work with a different web browser? Is he showing off-line in any browser you use?
It may be a setting on his end.
Here's some folks discussing the issue. you might find a solution in this thread.

Well, the issue is resolved now. I later realized he'd converted to hangouts around the same time. I'm also in hangouts now, as it seems that Gmail has retired Gchat (in other words, I was converted to it automatically) His online status now works but is rather buggy-- often he is "idle"/orange when he should be "offline"/gray.
