How do I rotate pivot points?

Google searches turn up nothing. All I get is how to move pivot points with join editor. Not what I need.
I have some props in which the green and red pivot markers are 45 degrees out of alignment. The prop is thus 45 degrees "off level" for want of a better description. I some cases it makes it difficult to orientate when added to a scene due to rotation being at odds with everything else.
How do I ROTATE to align pivit points parallel to the floor and have the object also parallel? Joint editor does not appear to offer any clue about rotation only moving up/down forward/backwards

The Joint Editor can also adjust the orientation.
All I see when I use join editor is the means to move the point around. I see no option to rotate them? Where is that located?
You can either move the endpoint and choose the Align option from the right-click menu, or you can edit values directly in the Tool Settings pane.
