Odd Toon Shading

So I make a scene with two planes, nothing else, no light, etc...
Change to the toon shader, and I get the attached?
A normal render gives me a grey bottom plane and almost white backplane.
Toon render seems to make this "light" from the camera (it seems to have a radius on other renders), and anything in that radius renders, outside of it, on the floor plane, is black.
Easy to replicate, make two planes, rotate X axis one of them, pull back, change to toon render and go
