Render glitch

Im getting this strange glitch while rendering a simple scene.

In the blurred background you can see this line like there is a transparent panel, there is nothing else then an L wall and street and 2 characters and some props in the foreground

Moved a bit the camera and now im getting 2 layers.

light only from an hdri, the render comes from the viewport, didnt tried to render but pretty sure it will come the same.

ia using a 1070 and a 2060 from yesterday, maybe its an hw issue?

Any idea?
