How would you dress up a G8M character to resemble a city mayor?

Quick briefing: So in my scenario a superhero is being awarded a trophy on stage by the city mayor in front of the city people in their hundreds thousands.
I have the character idea in my mind of the mayor which is that of perhaps a somewhat comic type stereotypical mayor in his mid to late 50's. He's short and pretty fat/plump with a moustache and bald.
I am working in a cartoonish semi-type scenario where usually a mayor may be depicted in such a manner as far as physical features go as above but I'm lost when it comes to what he would actually wear. A business suit seems too serious and in comics and such mayors do not generally wear something like that for a public event.
Need some ideas please cos I'm stumped.

Cartoon mayors usually have a sash that proclaims their postion.
As far as clothes go, these are for Genesis but might work, especially with a monocle and/or cigar.

Observations:
This gentleman looks pretty mayorish.
As does he.
Only missing the chains of office.
