How do you Have an object (Lamp/flashlight etc) Emit light in DAZ ?

Not using Reality or anything. Just normal 3DDelight rendering. And of course the viewer should see the glow coming out of the object.

I've never seen it done.

    If you want a surface to emit light apply the uber Area Light shader to it, from the Light Presets folder; use the Surface pane to adjust its settings. You will need another, real, light in the scene (even if the intensity is set to 0) to block the default headlamp/

    Richard the Area Light base will provide a Headlamp blocker.

    also are you wanting a visible beam of light as that requires either a Volume camera or an Uber Volume Cone parented to a spot light , the latter comes with Daz Studio the former is a purchasable product from the DAZ3D store

    If you want a visible beam, look for 'Volumetric Lighting'.
