Are there any soot shaders I could purchase anywhere, or better yet download for free?

Google search didn't find any. However, one can find soot texture images, free and $$. Swap textures in an existing shader preset's.

Are you trying to make something look covered in soot?

Grungy Threads (or one of its many equivalents) can do that.
