Minto is made by Rarestone which unfortunately no longer has a store here, and it may be one of their characters.

The link goes to a character and clothes bundle that is currently still available for purchase.
The image posted is from that bundles promo images.
So the character you actually get isn't the one listed on the product page and also shown in the promos?
Or am I not understanding the question?
There seem to be at least two other characters used apart from the included one. I think they should have stated on the promos which ones were showing which characters.

I don't think the 8th image is Minto tho, hmm.. the face features seem very different to me
I noticed that the character on the 8th image has a spot under the left eye just like Minto, so I did a compare between them with Minto's head dialed down to 65%. They do look more alike now but Minto's spot is much smaller. Eyebrows don't seem to match either.
wow! Thanks for this comparison! While I do see some similarities, they look very different to me. Maybe some additional sculpting or editing was done on Minto.
