You wont see Shaders in the Viewport, they are only visible in the final render. They are produced by the render engine (3Delight)
To apply ANY shader, first select the object you want to apply the shader to in the Scene pan, then select that objects surface in the Surfaces pane. Then apply the shader by double clicking it.
You will probably not see much difference in the Viewport since it uses OpenGL for displaying, but when rendered, you should see the effect of the shader.

Are you just double clicking the shader, or do you have a ground object selected to apply the shader to?
Also which shaders and which renderer?
