Ok, so I don't know if anyone has asked this before - and I apologise if I'm duplicating something that's already been answered - but, can anyone tell me where I can find the tattoos used in the Victoria 8.1 promos?

Look at the 'readme' http://docs.daz3d.com/doku.php/public/read_me/index/80093/start

It contains the file list which mentions a script called "Victoria 8.1 Tattoo All - Add.duf"

I noticed that too - must be an oversight. I opened up DS and checked and they're definitely in there.
