It look custom. I have seen somewhere those textures. It would be nice to have this character in the library ^^

In the past, I would have automatically said "Pretty Base Next Gen" but not these.

My guess would be: Emmeline Adult by Sangriart, not fully dialled in, plus a little bit of some anime style character (Hamster, VOOTW, Rarestone, Crocodile Liu... you know the type).

Skin could be anything - maybe a Thorne character? - but the brows might still be Emmeline's.

Emmeline's eyebrows are much thicker, so I don't think it's hers.  Mytilus has used Pretty Base and Teen Josie8 in promos, but those skins or eyebrows don't match up.  These eyebrows have a distinctive sharp taper at the end.
