I know some exist, but still not enough (blender, male+female, interactive license), thus: we need more jet packs.

 

Tech scenarios may be "any".

- Some propulsion, but very compact. 

- Drone-like with propellers, probably an exo-suit.

- Jet-like with one or two main engines.

 

Think of very small and efficient battery technology, using some fluid or just water for propulsion. (Steampunk compatible in theory, but also very high and efficient tech, rather non-star-trek. No need for fuel lanes, or at least possible to hide, unless for steampunk. Rather no visible fuel/fluid, unless maybe for steampunk. If at all, rather a generic cartridge or something small that could either be used to fill in fluids or batteries alike).

 

No need for ultra details just for having any easily usable ones, up to your taste. Textures nice to have, something dark, something fancy, some camo...
