Merchant resources are designed for vendors to help make alternative textures for products.

Merchant skins are a starting point that other artists/merchants can use to create new products. They typically have to be heavily modified before redistrubution. They aren't really for people who don't want to spend time painting textures and customizing the product. They aren't really a complete solution, but they give you license to use it as a base to sell your own products (once modified a ton).

Regular skin products don't allow redistrbution.
