What Do You Think Are the Absolute CUTEST Characters to Have? Now that there are so many generations and hundreds of characters, it's hard to look through everything.

Bugga Boo is cute, and I think Clara is cute, but they are entirely different kinds of cute.

Pippa Fae is cute, but then some of the male figures are cute too, but handsome cute, not "adorable" cute :P
To me, a "cute" character elicits feelings of "tender loving care". The characters I'd consider cute, exhibit exaggerated qualities of being baby-like, childlike, sweet, pretty, adorable, and in need of protection. Cute characters usually have larger than normal heads in relation to their bodies, BIG sympathy inducing eyes, small noses, and charming, lovable, and vulnerable personalities.
I don't mean "cute" as it applies to sexiness, or any of the antiquated meanings of the word "cute", or "cute" as an emotional reaction to something sarcastic or unpleasant.
The aforementioned Bugga Boo, Posey and Petunia, Bebe High, among others.
Clara looks cute because her eyes are shaped the way eyes get shaped when someone smiles with their whole face - but Clara has the expression built in to her eyes. She also has Shirley Temple-like cheery baby fat cheeks. Also, a lot of the promo images of her portray her like a fairy tale princess.
Well, I have 2 figures which I think are way too cute but also very solid characters to have in your library...
First stop: Kiko 8.1. I really admire how the artist moved away from the classic "catgirl trope" but also managed to get us something else which - in my opinion - is just as cute. One could say we have a squirrel girl on our hands here.
Second is Pippy Fay the fairy. I got her as part of a mega-bundle and yah.. IMO she's plain out cute, but at the same time this is also a seriously extensive figure to work with; the amount of provided extra materials is pretty impressive I think.

These are some GREAT suggestions, everyone!
Cute to me means portraying stereotypical qualities about a person in a flattering way. Example, 3DU's Toon Generations would be cute caricatures while DO's Ollie & Edie caricatures would not be considered flattering caricatures. Also compare Toon Dwayne and Multiman with the various incarnations of the Girl & the Guy.
It almost invariably involves youthful appearence however, and I can assure you I never had heard the word "cute" spoken as frequently as during my middle school age years by middle school age girls. That might be their most frequently used word.
If a character gets too child-like I tend to lose interest, and some (not all!) of my suggestions don't necessarily exclude sexiness... maybe they're still useful:

This is my absolute favorite 'cute' character to date. I constantly have to fight with myself not to add the little guy to every render I do for any reason whatsoever.

It's hard to describe but I guess sincerity? Like a little kid giving their artist older cousin crayons or really appreciating the little things like being very happy about a small plant growing or happy hearing birds sing. The aesthetics symbolize the vibe
