Promo (and other) characters are often custom made and usually therefore not available for purchase, so it can be a wild goose chase to try to track them down if you don't recognize them immediately.  But you could look in these stores which have asian characters, you may be able to find this character or something similar there:

Thank you Taoz for your response :) There are some candidates from those creators that look really nice.

I still hope someone recognizes it (or the author shows it) because those renders, Imho, have a very special look.
