The same hair with different looks

It would be wonderful if there were a hair that has different looks.
for example, when it's wet/dry, normal style hair, tied hair, bun hair, etc.

There are a few hairs that do the wet/dry thing. For example
If you want totally different styles, you're really talking about totally different hairs - with all the workload and price implications that has.
If you have a character who sometimes wears her hair loose, sometimes in a ponytail, and sometimes in a bun - just buy three hairs in those three styles. So long as the hair's approximately the same length and the same colour (use a 3rd party hair shader product if this is a problem) it'll look fine. The people looking at your pictures won't know or care.
Here's an example. Our girl has dry hair, wet hair, and beginning-to-dry hair. It's three different hairs (for three different models IIRC) but it looks fine because people are looking at the pretty girl in a swimsuit, not nitpicking over her hairstyle(s).
With a little work on your part you might create those different styles from your runtime depending on how extensive your Hair Library is. Check out the PA Mousso's store and look at the hairs on the characters. The PA is infamous for combining different hairs together and creating wonderful new ones and blending them together with shaders. Drives folks nuts on the forums trying to find out what the hair is so they can buy it. Your major concern here would be to pick the same type of hair: transmapped, fiber, or strand so you can use the same type of shaders. Look at the morphs available in the hairs you do have already, you may find you have what you need. And look across generations. There are some great hairs for Victoria 4, G2F, G3F, and I have found I can use them on G8F, G8.1F and G9 without too much issue.
Looking at your hair collection think about what type of hair your character has; fine and thin, thick and curly, really curly African hair, or super straight. Does she have bangs, a part on the left, center, right or is the hair pulled back? Does she have loose hair surrounding the side of her face in front of her ears? Then look for the hairs that match that front to start with.
Then if you have any of the outoftouch, Mihrelle, AprilYSH, chevybabe25, RedzStudio, goldtassle, Swam, Soto (aka Hellboy), and these are just a few that have hairs I see in my Smart Content that could possibly be blended with another hair depending on your character's need. (I have a cat whinging in my ear that it is dinner time.)

These are 3D models of hair, the polygons approximate the look. It is not feasible to make one hair model an all in one solution.
