Shrink Morph?

There are times when I would like to shrink just part of an object. For example, the hanging tails on this garment:

I like the garment but those tails are really difficult to pose.
I normally send the object to a modelling app (usually Blender) and push polygons around but I have not found a way to select a part and reduce it in size. I wondered if there is some way using the D-Form tool? Or, failing that, perhaps to add bones to make it more manageable. Problem is, I don't know much about rigging.

Trying to shrink those would very difficult with D-Formers and tricky in Blender. This is when a transmaps may be the easiest option.
