ik for flegs? how to make feet stay

how  to keep foot  at  their  point. i would  like  to move  plevis  but  at  the  same  time  i would like  to keep  foot  at  the  same place. I mean  how  to use  IK for  legs moving  pelvis  without  moving feet?

Have you selected the feet and, assuming you are using the universal Tool, clicked the pin icon at top-right of the tool widget to get the menu for pinning rotations and translations? The pins will  fail if the legs can't bend to accomodate the movement of the pelvis, so you may need a bit of back-and-forth to get the right balance.
