Is there something like billboards for a building's interior?

I'm trying to make a scene set on a busy street in front of a restaurant, but the restaurant is (obviously) empty. Is there some kind of thing that would be able to work sort of like character billboards, in that you put a png of a busy interior rather than having to make a bunch of objects and characters physically inside of the building?

Yes, an image(s) on a plane(s) behind the glass in the storefront windows or just have the windows cutout off or mostly off. Use transparencies for the people. (pretty much what bilboards are, make your own billboards)
