    I think that MAYBE using the display port/HDMI port on your motherboard for your primary display AND having a GPU with an integrated GPU has that effect, but I'm not certain if that is true. That is what I did until my 18 year old 24" FHD Acer monitor finally gave up the ghost last week (it was the on/off button that actually finally broke not the monitor itself).

    (I think I am wrong though as Windows has failsafe dependency measures built in and requiring use what such resources are found available especially on the most common point of failure on Windows video blue screens).

    I don't think that what this article calls dedicated vram is what windows reserves for itself. On my computer it shows 4GBytes of dedicated vram which is the total amout of vram on my 1050 Ti. I think all the adjustments in the BIOS and the registry are ways to make an integrated graphics chip use more memory.
