Do the Science Fiction Head Shapes for Genesis 9 come with shaping dials that can be mixed and used in various increments? And if so, wouldn't these original combined shapes not have the editorial license? And how come the Katee Sakhoff morph doesn't have an editorial license?

    Presumably, yes.

And if so, wouldn't these original combined shapes not have the editorial license?

They would still have the licence, as simply dialling shapes does not constitute fully original work - it's still derivative of shapes with said licence.

While fair use complicates this somewhat, you should generally work on the principle that if you use an asset at all, that asset will retain its original licence no matter how heavily you modify it.

And how come the Katee Sakhoff morph doesn't have an editorial license?

While personal likenesses are protected to some extent, they're not an intellectual creation in the same way as an alien someone has designed for a sci-fi franchise.
