Can't Delete Smart Content Categories From Content

To make my Smart Content more manageable, I've been editing the Categories via the Content DB Editor. Mostly, I'm trying to put the parts of sets into the Props category, while leaving what usually gets (annoyingly noninformatively) labeled !Preload in the /Default/Environment/… section. However, some of the content edits don't stick—the new category remains after the edit, but the old category remains, which is the primary point of the new categorization. The attachd screenshot shows the issue after I applied the changes and then reopened Content DB Editor. Previously, I deleted all categories, then created the new one I wanted. But I still have the old one.

Is there a way to fix this or get around it?

I had that issue before and it was because the  "Sync Product and Local Database" box was not enabled.
