when putting up props

when you use products like this  http://www.daz3d.com/ig-iray-lights-and-shaders-floor-lamps and opther things like a lamp do they auto maticlly come with lights how do i get light to show up exactly?

The linked set of lights are set up as emitters, but there's no hard-and-fast rule - you need to read the description and What's Included list.

sorry i was just using that as an example, when i put up lights i  feel i have to find something like a ball of light and put it where the object is to think it puts out a light am i wrong with thinking that

It depends - some light models will use a shader in Iray, 3Delight, or both that causes them to emit light, some will come with premade render light sets that parent to the model light, and some will be a bare model needing the addition of render lights/shaders.

how do you know what has what with it?

Check the description and the What's included sections - if there are light-sources as well as models that should be mentioned. Note, however, that poser light files (.lt2) won't be useful in Daz Studio.
