Is it possible to take an existing figure, say Bacon the Dog, and create new morphs for it, like a slider to narrow the muzzle?

Hex, yes...
Studio...sort of. If it can be done with a deformer then, yeah you can spawn a morph from it and do it all in Studio.
But most morphs need to be done in a modeller...much more control and often easier to do.
This is gonna be another of those "much harder than I think it's gonna be" things I keep stumbling into, huh? :)
If it's legacy rigged, yes and good luck.
