I'm trying to create a female villian and I need the most ugly 3D hair model that anyone's aware of. Ugly hair that will make an ugly character uglier.

It depends on what you mean by ugly. In the iray era there have been a number of hairstyles that are designed for monster and creatures that supposed to be repulsive, and then there are some where you just go... would anyone really wear go outside with their hair like that? Of the former, I'd nominate Prae's Nightmare Hair for Genesis 3 Female(s) and Male(s) | Daz 3D Of the latter... well there are a lot of them, but even though it's pre-iray, I'd probably go with the just really odd Elements Hair for Genesis | Daz 3D IIRC, I've only used it once in a final render in all the years since I got it as a freebie, but for an image of a female ogre taking a bubble bath it was dead-on perfect.
Well, with that more refined definition in mind... look what showed up in the store today:- Sheila Sleek Hair for Genesis 9 and 8 | Daz 3D I mean, seriously, all I can think of is that if someone were to run with that hairstyle, it would look like a large spider trying to eat the top of her head.
I don't think ugly hair is gendered
the ugliest would be full of nits, greasy, tangled and likely long but balding on top
(nothing wrong with balding but you grow a big bushy beard not a comb over if you want to compensate)
I sadly have a growing bald patch on one side and cannot really go the beard route being female so hats it is

Ugly is as objective as beautiful. Grab a style you don't like that has shaping options to make it look the way you want it.

I had to look at that hair and immediately thought of a parent doing that to a poor kid for photo day at school. I sit around Target too often and see some awful styles folks use.
I agree with Cybersox's suggestion of Prae's Nightmare Hair for Genesis 3 Female(s) and Male(s) | Daz 3D. While I couldn't remember the name, I have it and it immediately came to mind when I read your question. I have used it for ill (cancer treatments), aged, or freaky folks of various states. It is a very reliable hair product.
Toulouse. Worst haircut ever, and it has the advantage of being available for G2/3/8 for free. Because no one would ever pay good money for it.
(I follow an artist who does rendered comics like I do, but tends to stick with only resources they can get for free or very cheap, because they don't have any money. This means a disproportionate number of their women wear Toulouse hair. I wish there were a way to buy items as a gift for someone else so I could send them a different hairstyle to use.)

That seems unfairly harsh... it's just a very basic short haircut, something that a lot of women would have just because they don't have time or inclination to maintain something fancier. It's at worst a "meh", whereas "ugly" hair should be something that makes you gasp when you see it and then leaves you unable to look away in fear it might attack while your eyes are averted. :)

Bedhead looks awful, but in a good way.
The ugliest hair style I ever saw in real life was hair that looked like a dead cat hanging down the back of the persons head onto their neck and then back.

Ouch. I was going to suggest Cool Coils (sure, it's ancient, but even fitted to G9 and mapped for the latest shaders, it would be hideous). But it's hard to top Poofy Glowing Space Hair!
This is the problem with the defining "ugly"; I see Cool Coils as just a reiteration of a style known as Bantu knots. Here is a photo from Rihanna (musical artist, business women, billlionare, style icon) wearing Bantu knots and looking spectacular:

Oh! I didn't suggest that one because it is not a hairstyle that would ever occur realistically. I use it all the time, but never in "real world" situations. It is A Lot. (Also, your renderer hates it already. Trust me. Allow extra time. I don't know why, it's just like that.)
Ooh, Bed Head would have been be perfect for that very tomboyish teen I was doing recently. And Chic Hair just screams "I want to speak to the manager!", imagine if Karen got super powers! But yeah, nothing screams evil like Galactic Empress.
I've never liked 80's hairstyles, like 80s Punk, New Wave or New romantic.
But it matched their clothes and makeup.

OMG, yes. The 80's were terrible, too. Not one good hairstyle.
Hey! I found a Billy Idol butch haircut (slightly feminized) worked great when wearing a gas mask and full haz mat wear for disaster response situations!
And it took only a few minutes to dry after a shower.
