but I need just need the hair near the forehead... to the ear. Basically I'm going to cover the head with head scarf and let little hair near forehead to show.

Maybe you could use just the skullcap or base from a full hair, and hide or deform what shouldn't appear?

Alternatively, you can quickly make partial bangs / sides with Strand-Based Hair Editor just in DS, with grooming as needed and apply Omni Shader or Preset on it to have a better looking.
