Buying a gift for a friend from their wishlist

Since everything's changed, can someone refresh me on the gift process. Maybe I've missed it some where, but how do we do this?

    Normally the way to do this would be to buy them a gift certificate to the value of the item, but at the moment there are problems with GCs, they are working on getting it fixed.

    Has there been any update on the GCs? Are they still borked?

    I would guess so as they are not even listed in the store that I could find.
