startup error in Daz studio 64 bit 4.9.0.63

I get the following when studio starts.   Any suggestions on what I can do to fix it.?    I havent noticed anything not working. I have not changed anything with my network, firewall or anti-virus except updates to the virus definitions.

 

A valid PostgreSQL CMS connection could not be established.  Several DAZ Studio features that require a valid PostgreSQL CMS connection, such as context aware content views and loading content installed using the Daz Connect service, will not be available.  Check your network, anti-virus, and firewall settings for conflicts.

reinstalled the postgresql code and the error does not appear.

consider this fixed.
