Problem after installing 4.9

in Technical Help (nuts n bolts)

I get this error message, that it won't log in to the data base. I'm providing a screen shot. I turned off my firewall and anti virus and uninstalled and reinstalled and still I get the same thing. Anyone know what is going on here?

    Did you install the PostgreSQL?

    It is listed as PostgreSQL CMS in the Daz Install Manager.
