What is the best free Vectors program?

Looking for a FREE Vectors program that works with, and can export, JPG, PNG, BMP's that will allow me to draw shapes like stars, half circles, pentigons or any shape in between. What is the best free one?

Ironically, i haven't actually used it myself, but I've heard good things about Inkscape

I've always thought that Creature House Expression is very good althought it is very unknown. It's rather old but there was a time whenI looked for a free vecto program and Inskape was too buggy, I found this one and was very happy with it. It became free when MS bought the technology

Agreeing with the Inkscape fans. I've used it and like it, but I don't do much vector work -- it's main "selling" point for me is that it's got a Portable Apps version, so I can carry it around on a USB jump drive and (when needed) pull it up at work:

The last thing I did with it was the colors on the tony-bear texture I put together for Lovey Bear RE. For that it was pretty easy to use, and exported (to png IIRC) in just the size I needed.
