Is it possible to import or export anything to and from other programs?
The purpose being to use them in my personal mod for Oblivion and Morrowind.

Export as obj, import into Blender (has the nif exporter for Blender been updated/what version of Blender?)...export from Blender as a nif...play around with it in Nifskope...drop into either or both.
You can try FBX or Collada...you may be able to get a 'rigged' figure that way, but it's iffy and success varies widely.
Bear in mind, anything other than never leaving your machine, would require the game-dev license.
Can you? Sure.
Is it easy? No, far from it.
How well will it work? Anywhere from fine to a useless waste of time.
Will these models work? Maybe. Models for CG art are much higher in poly count then for games so they could lag it down to non-functionality.
What it takes is a working understanding of the applications used, and the proses of getting from one to the other app. What you will be doing is translating, so things may get lost or changed in the translation. There is far more to it then importing to one app to export to the next.
The models used in DAZ Studio and Poser are a much higher resolution and quality then those found in Morrowind, Oblivion and even Skyrim. If you have Decimator for DAZ Studio you can reduce the resolution of the models and maps in a few easy clicks and export as OBJ then load the new OBJ into 3D Studio Max and export it as NIF.
If you dont have it already, go here - http://niftools.sourceforge.net/wiki/3ds_Max - to get the NIF import/export plugin for 3DSM, Blender or Maya.
Be warned, if you ever distribute a mod for Morrowind or Oblivion, make sure you stip out EVERYTHING you do not own such as Poser & DS content because Bethesda will not tolerate the use of another companies models or product in any mod for their games. They made that very clear years ago on the old forums back when Morrowind was new cause there was discussions going on by users about taking models from other games and using them in public mods.
