Looks more like Cameron Monaghan to me. And makes more sense, since he played a very young Joker on the Gotham TV series.
Eye of the beholder and so, I'd say, as for me the splendidly jokeresque Cameron Monagham is probably the last candidate to think about when seeing Rupert...
Yeah? So what? There's quite a few of them around every four years and, except when something dreadful happens to one of them they never make it into my perception.
I'm not a real olympic person, even less a gymnastic person and least interested in foreign gymnasts probably. And considering that there so many athletes around, I rather see the fact that she's an influencer as the reason for being used as a model for a 3D figure, than that gymnastic part. Otherwise there should be more athletes around in our runtimes... male and female ones. There would be whole football teams (that sport that gets called "soccer" in the colonies...) that could be used as models, with female football being a real thing nowadays and many of the players being really cute.
So for me it's still social media influencer known to the smartphone generation > olympic athlete
